It actually makes total sense the z-a system because the ones way ay the bottom dont train their mons, they just have their own lives or w/e so they would ne lower level. then the ones who can beat those are higher level and progress. makes way more sense than the town system, where random towns that have a gym are apparently all at different levels, meanong if you start your journey in one ofvthe later towns, you catch a random from the hrass, the gyms get easier as you travel across the country
